General:

I can't find Robert, Green, or King Lockett anywhere in the US in 1810 or in 1820. Prior to 1810 Green Lockett does not appear in the land tax or personal property tax lists of Chesterfield Co.

Chesterfield Co., Virginia Order Book No. 14, pg 346 (LDS microfilm 30914):

September Court 1802 (September 13) -- "Green Lockett orphan of Francis Lockett and making choice of Arthur Akin for his gdn he thereupon gave Bond as required by law."

AGE:

In 1802 Green Lockett is an orphan. He is certainly less than 21, and he is probably less than 16. In the 1790s and later free males over 16 were often listed as additional tithes in their father's household. Green Lockett was probably born in 1786 or later. His father's will indicates that in March 1800 he was under 21.
