CENSUS:

BIRTH:
On May 3, 1751 the last will and testament of James Hill was proved by the oaths of Benjamin Locket, Richard Locket and Jacob Ashurst, witnesses thereto. See Chesterfield Co. Order Book No. 1, pg 107 (LDS microfilm 30908). Benjamin is probably the father of Richard. The will was written January 11, 1750. See Chesterfield Co. Will Book 1, pg 23 (LDS 30871). Presumably Richard was at least 16 in January 1750. Thus he was born in 1734 or earlier.
CHILDREN:
Richard Lockett died intestate in March 1795 but after the death of his wife in July 1805, his son Jeremiah purchased the interest of the other 9 children in the place in Bedford Co. where Richard was living at the time of his death. The deed lists the children. See below.
William Logwood's affidavit in support of an application for bounty land on the basis of the military service of Richard's brother Archibald Lockett in the War of Indpendence lists the children of Richard Lockett. See notes under Archibald Lockett.
LAND SUMMARY:
In 1754 Benjamin Lockett gave his son Richard 120 acres in Chesterfield Co. It does not appear that Richard ever owned any other land in that county. In February 1785 he mortgaged the tract to secure a debt, but it appears that he quickly paid the debt because from May 1785 until December he sold 3 tracts with a total of 121 1/2 acres. The May deed says that he is of Chesterfield Co. and the December deeds say that he is of Bedford Co., Virginia. Thus is it appears that he moved to Bedford Co. in 1785.
In 1785 Thomas Logwood, Richard's brother-in-law and a major landowner in Bedford Co., purchased a 364 acre tract on both sides of Davies Run. He sold it in 1794. The land tax records show that he paid the tax on it from 1784 to 1788 and that Richard Lockett paid the tax from 1789 to 1794. It is probably the case that Richard Lockett was in possession of that tract from the time he moved to Bedford Co. until 1794. Initially the owner Thomas Logwood paid the land tax, but after 1789 until 1794 Richard Lockett paid it. We do not know how much Richard paid his brother-in-law for the use of his land.
In 1794 Richard Lockett purchased 250 acres from William Boyd. Almost immediately he sold 80 acres out of the 250 to his son David, and thenceforward he was taxed on 170 acres. Note that the 170 acre tract was worth dramatically less than the 364 acre tract. Richard died in 1795, but his name remained in the land tax records for several years. After the death of Richard's widow Mary Lockett, Jeremiah Lockett, one of their children, purchased the interest of the other children in the 170 acre tract.
DEED RECORD DETAILS:

Personal property tax records are available from 1782 onward. Categories in the tax lists vary significantly from year to year, which complicates comparison and presentation of data.
Between 1782 and 1790 the first column in the tax list is labelled 'white males over 21'. After 1803 the first column is 'white males over 16'. Between 1791 and 1802 the term 'white tithe' is used. I feel confident that it refers to white males over 16. See the following article concerning the concept of 'tithe' and 'tithable':
To simplify the presentation of data I am omitting 1) all tithes (1793-94) and 2) tax paid (1798-1803,1815-16).
The columns below are
<pre>
1) Wo21 -- White males over 21
2) Wo16 -- White males over 16/white tithes
3) Wint -- White males above 16 and under 21
4) Bo16 -- Blacks over 16
5) Bu16 -- Blacks under 16
6) Bint -- Blacks over 12 and under 16 but in 1815 over 9 and under 12
