Capt. Hugh Reese in the Dinwiddie Co. personal property tax lists is probably the person mentioned as a "Capt. in the Revolution" in the letter cited under Henry Reese (1777-1856). The letter says that the Captain in the Revolution had 4 sons, Ishram[sic], Jordan, James, and Joseph and that Ishram and Joseph were Methodist ministers.

At a court held for Charlotte Co., Virginia on December 6, 1790, Joseph Reese is appointed guardian of Hugh Reese, orphan of Hugh Reese, decd.
"On the Motion of Joseph Reese he is appointed Guardian of Hugh Reese orphan of Hugh Reese decd he giving Security whereupon he with Henry Madison his Security entered into and acknowledged their bond for that purpose"
The last will and testament of Joseph's father was presented to a court in Dinwiddie Co. on October 18, 1790. Hugh is probably Joseph's younger brother.
This guardianship is mentioned without a date in the Virginia Genealogical Society Quarterly, Vol 26, No 1, pg 8 (image 62/130 at Ancestry.com). Vol 25, No 4, pg 21 (image 21/76) mentions that on 8 Nov 1785 Nancy Clark Smith, daughter of Sally Smith, chose Joseph Reese as her guardian (pg 172 in Charlotte Order Book 6). Page 22 mentions without a date that Joseph Reece, guardian of Nancy Clark Smith, orphan of Sally Smith, produced a discharge from William Cheatham who has intermarried with Nancy (Charlotte Order Book 7).
CHARLOTTE CO., VIRGINIA PERSONAL PROPERTY TAX LIST:
The first year in which personal property tax lists are available for Virginia counties is 1782. Joseph Reese is in the list every year from 1782 until 1799, and then in 1800 his estate is in the list. Six times he is referred to as Rev'd Joseph Reese. In the ten years between 1788 and 1797, another white tithe is in his household 7 times (only 1 tithe in 1791, 1794, and 1796). Hugh Reese has an entry of his own for the first time in 1798; the additional white man over 21 in the household in 1796 and 1797 may be Hugh. The number of slaves that Joseph owns varies between 3 and 8; the average is about 5. He has between 3 and 8 horses; average about 5. From 1795 to 1797 Joseph is taxed on a 2-wheeled 'chair'.
Joseph's widow Lucy Reese is in the tax list in 1801, and her estate is in the list from 1803 until 1806.
Joseph Reese is always in the district marked "A" in FamilySearch and for many years associated with Thomas Spencer. James Reese, presumably Joseph's brother, is always in the other district marked "B".
James Reese is in the list every year between 1786 and 1791. Twice he has an additional white title, and once he has 2 additional tithes. He has 2 or 3 slaves and between 2 and 4 horses.
LAND in CHARLOTTE CO.:
The following deeds suggest that Joseph Reese and James Reese lived near each other. Several names appear multiple times, either as a witness or an adjoining property owner. Hugh Reese of Dinwiddie Co., the buyer of 200 acres in the deed of October 2, 1786, is presumably the father of Joseph and James. That Hugh died in 1790. The same tract of 200 acres was sold in 1802 by another Hugh Reese. That seller is probably the Hugh Reese of whom Joseph Reese became guardian in 1790. He is presumably Joseph's younger brother.
D5/140 shows that James Reese is in Charlotte Co. by 1785. He makes 3 sales in 1791. He is in the personal property tax list from 1786 until 1791. Joseph Reese buys land for the first time in 1794, but he is in the personal property tax list from 1782 until his death in about 1800.
On September 1, 1785, Isham Prewit, Jun'r of the County of Charlotte sells to James Rees of the County of Dinwiddie for 375 pounds lawful money of Virginia in hand paid a tract of land in Charlotte Co. containing 300 acres. Described by metes and bounds. Bounded by Isham Prewit, Sen'r, Joseph Rees, James Spade, Read, Anderson, David Prewit.
